In the middle of the most expensive winter in more than a decade, there's a special surcharge (the “Qualified Infrastructure Plant," or QIP, charge) that allows Nicor Gas, Ameren Illinois and Peoples Gas to rapidly raise our heating bills.
The utilities say the surcharge is necessary to pay for pipe replacement, but they're legally obligated to do that work, and they performed it for decades without slapping us with an extra charge. In 2013, the utilities got legislative approval to charge us this fee. But now we’re fighting for state legislation (House Bill 3941/Senate Bill 570) that would eliminate it and slow down the gas utilities' aggressive spending.
How aggressive is it? In the middle of a pandemic, Ameren raised its delivery rates by $76 million, and Nicor pushed for the highest gas hike in Illinois history ($240 million). Plus, the QIP charge on Peoples Gas bills is on pace to gouge customers by $150 a year. (For more info, read our Q&A.)
Let's rein in the big utilities! Urge the governor and your legislators to eliminate the QIP surcharge.
